Conditions for Panguni Uthiram 2023 Paal Kudam Devotees
- Paal Kudam Devotees must produce their official receipt before commencement of procession and must keep it till end of their procession.
- Paal Kudam Devotees may enter the assembly area on Wednesday, 5th of April from 2am onwards.
- Paal Kudam Devotees will be issued with a wrist band upon leaving the assembly area. You are to display the wrist band at all times till you complete the procession.
- Paal Kudam Devotees may leave the assembly area at from 3am onwards.
- Paal Kudam Devotees must arrive at the assembly tent before 4pm and leave the assembly tent by 5pm.
- Paal Kudam Devotees shall ensure that those who accompany him/her for procession shall be properly attired.
- Devotees who have purchased Temple-Prepared Paal Kudams may collect their Paal Kudams from 2.45am onwards at the assembly area.
- Temple-Prepared Paal Kudams will be returned to the devotee immediately after the abhishegam ends.
- Thanki (piercing of metal rods of more than 18 inches through the mouth) is strictly not allowed.
General Conditions for Panguni Uthiram 2023 Kavadis
- Kavadi bearer must produce their official receipt before commencement of procession and must keep it till end of their Procession. Kavadi bearer must ensure that Temple official stamp their receipt at the entrance/exit point of assembly tentage and at the entrance of temple.
- Kavadi bearer can unload their Kavadi only between the stipulated time.
- Kavadi bearer will be issued a RFID tag upon leaving the assembly area. The RFID tag must be mounted on your kavadi and will be removed by the temple official at the entrance of the temple.
- Kavadi bearer is only allowed to assemble their Kavadi at the designated Starting point only. (Assembly Tentage at Yishun Industrial Park A).
- Kavadi bearer shall decorate their Kavadi with religious and traditional items such as flowers, peacock feathers, chains, spikes, bells, kinnams (small containers) and pictures or drawings of Murugan or depictions relevant to Murugan or Panguni Uthiram. Hanging of coconuts, plastic bottles and other non Panguni Uthiram/non-religious decoration are strictly not permitted.
- Kavadi bearer shall ensure that those who accompany him for procession shall be properly attired. They shall not paint their faces, wear any form of mask, disguise, or display any items unrelated to Panguni Uthiram.
- Kavadi bearer shall ensure that those who accompany him/her for procession shall not be intoxicated with alcohol. Alcohol of all sorts will be confiscated, and the relevant person will be asked to leave the vicinity.
- Thanki (piercing of metal rods of more than 18 inches through the mouth) is strictly not allowed.
- Kavadi bearer shall appoint a representative and must furnish their name (as per NRIC) and contact details during registration. The representative will serve as a secondary contact during the procession.
- Kavadi bearer shall not leave their Kavadi unattended at both assembly and dismantling tentage. Kavadi bearer shall clear the area of litter before leaving the tentage.
- Kavadi carriers who purchase AM tickets and Unload the Kavadi at assembly area BUT leave the Kavadi Assembly Area during the PM slot will NOT be allowed to continue the procession.
Music Conditions for Panguni Uthiram 2023
- Only traditional musical instruments will be allowed to enter Starting Point. (Kavadi Assembly Tentage) Musical instruments shall be played from 7am onwards and cease at 10.00pm at all locations.
- Each Kavadi entourage is only allowed to carry up to TWO (2) approved musical instruments comprising either the Thavil, or the Dhol, or the Khol, and in any combination, up to three approved musical instruments comprising Jalra, Kartal and Ganjira.
- Kavadi bearer must register the percussion instrument at point of registration (arrival at Assembly Tentage). A tag will be issued for registered percussion instruments. The tag must be always visible on the instrument. Any traditional percussion instrument without sticker will not be allowed to procession route.
- Urumi Melam is only allowed in Assembly Tent, Dismantling Tent and at Temple only.
Urumi Melam is NOT allowed along the procession route.
- The Kavadi carrier and the representative must ensure that other forms of instruments are not allowed in the Kavadi Assembly Area, Procession Route, Dismantling Area and Temple.
- No public address system or amplifier of any sort shall be used.

Instruments
- Only Traditional Instruments are allowed for PU23
- 1 Tavil per Kavadi is allowed en-route
- Urumi Melam is only permitted at assembly area, LMP, temple and dismantling area.
- All speakers and instruments will only commence from 0700hrs and cease at 2230hrs.
Urumi Melam is NOT allowed along the procession route.
